Default Regulation Questions?

Can someone help me out here?
California Freashwater Sport Fishing Regulations 2010-2011, Chapter 2. Article 1. section 2.10 2. It is unlawful to use any hook which is directly or indirectly attached closer than 18 inches to any weight exceeding 1/2 ounce. Does that mean a 1 oz. football head is not legal?
California Freashwater Sport Fishing Regulations 2010-2011, Chapter 2. Article 1. section 2.10 3. it is unlawful to use any multiple hook or more than one single hook on non-bouyant lures exceeding one ounce. Does that mean a hudd. with a treble hook is not legal? what about a 1.5 oz. spoon?
or any sinking swimbait over one ounce with a treble hook?
4. It is unlawful to use any weight directly attached below a hook. DROP SHOT???
Am I missing something here?

Hey Seth,

If memory serves me correctly, that is regarding salmon fishing, mainly stating you can't put on a 3 oz weighted 12/0 treble and impale them as the swim by.
I know the verbage is really weird, but I'm pretty sure that is what it is about.
