Default trim problems

i have an older 200 merc with a new style trim. any ways it will not trim up, the down works. when i push up on the button the up relay clicks but dosent move. so i switched them and it went up but not down. so i got a new one and it didnt work either. do you think i could have got a bad relay out of the box? is there somthing else that makes it only work one way?
